I’ve tried everything – baking soda, removing and cleaning parts, even using Dishwasher Magic. Sometimes the whole load is clean, and other times the entire top shelf is filthy. Any suggestions?

Your machine is stopped up. Call in a repairman and see if he can fix it. If not, it is time to buy a new one.
This usually happens with hard water. If you have hard water, in the new machine put 1/2 cup white vinegar in the last rinse cycle. Just open the door and pour in the vinegar, the water will not pour out.
Get yourself a hand timer and carry it around with you when you are washing dishes so you will know when to put in the vinegar. I bought one at WalMart.
